step to take and that it would not prejudice the Co's claim in any way in the future, but would rather assist it, should it be found necessary later to seek for diplomatic intervention. This letter and claim were transmitted by the President to both the Ministries of the Interior and of Finance for consideration, and on the 27th April, 1909, a correct statement of claim with vouchers and proofs attached was sent to the Ministry of Finance personally by the Cois Goverment Representative. The latter had a lengthy interview with the Minister of the Interior, Sr. Limantour, who admitted the justice of the claim and promised his moral support should the question be brought up Before the Cabinet. He had also some time previously had an interview with Sr. Corral, the Minister of the Interior, who admitted that legally the Co had right and justice in its claim, but that as the orders emanated from his own department, he could not very well revoke the previous resolutions except with the consent of and under the orders of the Presisent, nor would he resolve contrary to his previous resolutions as it would be against his official dignity and decorum. The corrected claim was for the amount of $3,386,273.19 Pesos. (Vide Documents *7*)

In view of the result of the interview with the Minister of the Interior as described above, a Petition was sent to the Ministry of Communications and Public Works by the Co.,” setting forth fully the reasons of the claim and asking for an early resolution, to which the Ministry replied that it had forwarded the Coy's petition to the Ministry of the Interior for its study and resolution, on July 23rd, 1909. A copy of this petition was sent to the Minister of Finance who replied on the 8th July 1909 acknowledging receipt of same, and saying that when Opportunity offered he would do what was possible in favour of the Company's interests and claim.

On December 27th the Ministry of the Interiorwas written

to, asking for an early resolution to the demand of the Company, but without any reply.
